The overarching purpose of Change Alliance’s assignment was to assess the  extent to which institutions at different  levels are operating and taking measures  that could eventually be translated into  actions at the community level. Additionally,  inform the stakeholders about the project  elements that would facilitate the  sustainability, replicability, and scalability of  the model in the country. Also, establish the  baseline status of key project indicators  drawing inferences from the community.
