Project Overview:
Change Alliance, in partnership with PHIA Foundation and in collaboration with GIZ, is implementing a 24-month initiative to improve the socio-economic well-being and resilience of vulnerable communities in coal mine regions of Jharkhand. The project covers 30 Panchayats and aims to reach 15,000 individuals, with a focus on women, youth, informal workers and vulnerable households affected by changing economic and livelihood conditions in coal-dependent communities.
Project Objectives:
- Improve access to social protection schemes, entitlements and government support systems.
- Promote diversified, climate-resilient and market-oriented livelihood opportunities.
- Strengthen community institutions and local capacities for inclusive development.
- Enhance participation and economic opportunities for women, youth and vulnerable households.
We are implementing the project through five interconnected areas:
- Community Mobilization & Engagement
- Access to Social Protection
- Livelihood Diversification
- Institutional Strengthening & Government Convergence
- Monitoring, Learning & Policy Influence
Key Deliverables:
- Community mobilization and participatory planning across 30 Panchayats
- Baseline and stakeholder mapping to identify gaps in social protection, livelihoods and entitlements
- Social protection awareness and access facilitation, including convergence with government schemes
- Livelihood diversification initiatives based on locally appropriate, climate-resilient and market-oriented opportunities
- Strengthening of community institutions, with emphasis on participation of women, youth and vulnerable groups
- Evidence generation, learning and knowledge products to inform programme improvement and wider replication
Projected Outcome:
The project is expected to improve access to social protection and livelihood opportunities for vulnerable communities, strengthen local institutions and promote more diversified, inclusive and resilient livelihoods. It is also expected to strengthen the participation of women, youth and informal workers in local development processes and generate evidence for strengthening social protection and livelihood approaches in coal mine-affected regions.
